Granton Man Arrested on Fourth OWI Offense in Neillsville

NEILLSVILLE, WI (OnFocus) – A Granton man was arrested Monday night on suspicion of fourth-offense operating while intoxicated after a traffic stop in Neillsville, police said.

A Neillsville Police Department officer stopped a vehicle about 11:06 p.m. on July 6 near Division and Hewett streets after observing moving and registration display violations, according to police.

The driver, James C. Urlaub, 62, of Granton, was the only person in the vehicle. During the stop, the officer smelled intoxicants coming from the vehicle, police said. A records check showed Urlaub had three prior OWI convictions.

After administering standardized field sobriety tests, the officer determined there was probable cause to arrest Urlaub on suspicion of operating a motor vehicle while under the influence of an intoxicant. Urlaub also was arrested on suspicion of felony bail jumping, police said.

He was issued a warning for improper attachment of a rear registration decal or tag, a citation for fourth-offense OWI and a citation for failure to signal or unsafe turn.

Urlaub was taken to the Clark County Jail, where he was booked pending further court proceedings.
