MARSHFIELD, WI (OnFocus) – A proposal to turn part of the Marshfield Mall into a standalone Boys & Girls Club youth center received its first review Tuesday from the Marshfield Common Council.
The proposal would rezone property at 503 E. Ives St. from community mixed use to planned development. City Administrator Steve Barg said the request is tied to a plan for the Boys & Girls Club to acquire and renovate about 30,000 square feet of former JCPenney space, now used by Kingdom Storage, for a youth center.
Barg said the organization plans to own the building and the land beneath it, rather than lease space in the mall. The project would require the former department store space to be separated from the rest of the mall into its own parcel.
Because the building shares walls, roof elements, parking, utilities and other site systems with the rest of the mall, city staff recommended using a planned development district rather than standard zoning.
The renovation is targeted to begin in fall 2026, with the center opening in 2027 if the project moves forward.
The Plan Commission recommended approval with several conditions, including proof of building and fire separation, adequate shared parking, cross-easements and maintenance agreements, owner consent, a certified survey map and confirmation that the city’s 2022 development agreement with the mall would not be negatively affected.
No vote was taken Tuesday because the ordinance was on first reading. The item is expected to return to the council July 14 for a possible vote.
