Signature Bond Set for Man Charged in Stalking Case

MARSHFIELD, WI (OnFocus) – Jesse Noll, 36 of Marshfield, was in court on Tuesday, Dec. 14 after being charged with felony stalking and a misdemeanor misuse of GPS device – place without consent charge on March 5.

Court records indicate Noll pleaded not guilty to the charges on April 22 and is now out on a signature bond with a breach amount of $1,500. Noll will not be allowed to contact the alleged victim or be allowed on the block in which the victim resides.

According to the criminal complaint, Noll placed a global positioning device on a woman’s vehicle. The woman noticed the device and reported it to Spencer Police Department. She told police that she and Noll had a “fling” over the course of the previous 5-6 years, but were never boyfriend/girlfriend and would just “hang out and talk.”

She told police that in October 2020, she had her vehicle windows tinted by Noll. The process took longer than expected, which she found odd but which Noll explained by stating he had been examining her vehicle’s headlights to potentially install LED lights.

In February 2021, Noll called the woman and told her something along the lines that Noll would end her life “quicker than she can blink.” Later that month, Noll called the woman again to ask her how her night out had been. She remarked that “it’s like you had put a GPS tracker on my car” to which Noll laughed.

On March 1, the woman noticed a red pickup truck with small trailer drive through her work parking lot several times. It then followed her as she picked up pizza on her way home.

According to the criminal complaint, during a previous conversation, the woman had asked Noll “what his deal was” to which he reportedly responded “there is just something about you, you’re like a drug.” She also detailed an incident in which Noll displayed aggressive and possessive actions related to the woman’s phone and who she was contacting.

On March 4, the woman went to a friend’s house. The friend checked her vehicle to see if there was anything suspicious that could be related to a GPS tracker. He located a wire that led to a tracking device.

Marshfield Police Department executed a search warrant of the GPS files, which revealed Noll’s contact information and user account details. Officers were able to corroborate the woman’s stories.

Noll’s next court date will be Jan. 31, 2022 for his judicial pretrial. An attempt to reach out to Noll for comment was not immediately returned.
