Judge Eagon Questions Felony Charges against Chief Gramza

OnFocus – A Preliminary Hearing and Arraignment took place today in Portage County Circuit Court for Marshfield Police Chief Rick Gramza. Last month, Gramza appeared in Wood County Circuit Court, at which time a $10,000 signature bond was set.

During today’s court hearing, Portage County Circuit Judge Thomas Eagon (acting in lieu of a Wood County judge in the case) questioned whether Gramza’s actions with a department employee constituted felony misconduct.

Special prosecutors have until January 27 to respond, and must prove that Gramza was acting in his official capacity (as chief of police) when Gramza allegedly had sexual contact with the listed employee. Gramza’s defense attorney, Gary Kryshak, will then have 10 days to respond. On February 18, Eagon will rule on whether to drop the felony charges against Gramza.

Also Wednesday, Marshfield Police & Fire Commission discussed a complaint filed related to Chief of Police Rick Gramza.

On December 29, the City of Marshfield Common Council unanimously authorized City Administrator Steve Barg to proceed with filing charges with the Police & Fire Commission against Marshfield Police Chief Rick Gramza.

According to State Statue 62.13, each city with populations over 4,000 shall have a board of police and fire commissioners consisting of 5 citizens. The appointment is approved by the Common Council. Only this governing body has the authority to hire or fire a Chief of Police.

After a discussion in closed session, the commission reconvened to discuss action and directives related to the complaint.

Commission President Randy Gershman was authorized to work with City Attorney Wolfgram to facilitate the charges to Gramza. He was also authorized to arrange scheduling and pre-hearing information.

On November 6, 2020, the City was advised that City of Marshfield Chief of Police Rick Gramza will be facing criminal charges involving misconduct in office, fourth degree sexual assault, and disorderly conduct. Gramza made his initial court appearance on December 23.
