Former Officer Jared Beauchamp Denied Grievance Request

Marshfield (OnFocus) – Arbitrator Raleigh Jones has denied the grievance filed against the City of Marshfield by former Police Officer Jared Beauchamp. Arbitration had been requested by the grievant under Chapter 27 (Grievance Procedure) of the collective bargaining agreement between the City of Marshfield and the Marshfield Police Officer Bargaining Unit. Beauchamp was terminated from Marshfield Police Department on January 24, 2020 for not passing a physical fitness test. After he failed a quarter-mile run test, the Wisconsin Professional Police Association filed a grievance and subsequently took legal action against the City.

According to official documents, Marshfield Police Protective Association (MPPA), Wisconsin Professional Police Association (WPPA) and the City of Marshfield were parties to a collective bargaining agreement that provided for final and binding arbitration of unresolved grievances.

Pursuant to the parties’ request, the Wisconsin Employment Relations Commission appointed the undersigned to decide the instant grievance. Pre-hearing conference calls were held on November 10 and December 15, 2020. A hearing was held via Zoom on December 16 and 17, 2020. The hearing was transcribed. Thereafter, the parties filed briefs, and the City filed a reply brief, whereupon the record was closed on April 6, 2021. Having considered the evidence, the arguments of the parties, and the record as a whole, the undersigned issues the following Award.
