Animal Cruelty a Federal Felony Under New Law

The Preventing Animal Cruelty and Torture (PACT) Act was officially signed into law by President Trump late afternoon on Monday.

The bipartisan act criminalizes animal cruelty, such as causing purposeful harm to an animal or death without cause. Exceptions include normal veterinary or animal husbandry practices, slaughter of animals for food, and medical research.

The bill was passed in the house in late October and approve unanimously in the Senate on Nov. 5. Historically animal cruelty has been regulated at the state level.
